Having recently completed Mass Effect Andromeda, and listening to the Giant Bomb Game of the Year podcasts, I'm not sure i agree with the sentiment that Mass Effect is a terrible game. Yes it has bugs and issues, mostly in the story, which feels like a lot of content was cut / is missing, but I enjoyed it more than the original Mass Effect, and a lot of Mass Effect 3. Am I missing something?
Hearing about the troubled development (built in 18 months??!?!? incredible if true) makes it remarkable that the game had as much content as it does and is not surprising that some people felt it had missing content. I wouldn't say it was "Game of the Year" worthy, but I have played, and worked on, much worse games that didn't "kill" a franchise... ok maybe i have ;p
